First in Japan: Business Collaboration between Fourth Valley Concierge Corporation, Japan and NSDC International Limited, India to strengthen the acceptance of skilled workers in Japan


Fourth Valley Concierge Corporation (Hereafter referred to as “Fourth Valley”) with its Head Office at Tokyo, Founder and CEO Yohei Shibasaki), a global recruitment support company, signed a business collaboration agreement with NSDC International Limited (hereafter referred to as ‘NSDCI’). The agreement aims to strengthen the acceptance of Specified Skilled Workers in Japan.


Fourth Valley is the first company in Japan to partner with NSDCI in the area of Specified Skilled Workers (SSW). The project is slated to begin in November 2022.


The spread of Covid-19 has made it difficult for foreign nationals to enter Japan. However, the easing of restrictions has resulted in the expansion of their entry once again. Japan’s demand for human resources, especially in some fields, has been in a state of shortage for quite some time and even before Covid-19, especially in the field of nursing care, which is included in the 12 industry sectors under the “Specified Skilled Worker” category. According to a data from the Ministry of Health, Labor and Welfare of Japan2, an additional 320,000 nursing care workers are required by 2025 and 690,000 by 2040, indicating a strong need of skilled workforce in the healthcare sector.

On the collaboration, Prakash Sharma, Director, NSDCI said, to promote global mobility, it is imperative to strengthen India’s skilling ecosystem and create systems of knowledge-exchange with developed economies like Japan. Also, matching platforms like Fourth Valley have a huge role to play in ensuring that our youth can embrace different cultures and accumulate best practices from different geographies. This collaboration confirms the right delivery of language training skills to our young workforce, therefore, enabling them to secure relevant job opportunities and easily adapt to the new ecosystem by gaining the requisite skills.


Given this background, the agreement was signed to establish a cooperative framework in which NSDCI will be responsible for securing human resources in India, and Fourth Valley will support their employment in Japan. The agreement is to train and place care workers in Japan under SSW. Shortlisted and eligible candidates will undergo Japanese language training in India through the cooperation of Fourth Valley and NSDCI. After their successful training completion and clearance of the tests, they will arrive in Japan and begin employment.


Fourth Valley through their partners will provide a unique Japanese language education program for Indian candidates and will offer a smooth track to employment by helping candidates acquire the necessary language skills, which are critical for jobs in Japan. Through a strong cooperative relationship with partners like NSDCI, the company aims to enable Indian talent to pursue their dream careers in Japan while meeting the shortage of foreign workers in Japan
